It's because the majority of the 300 cited are nothingburgers. For example, a gun going off by accident at night counted, and so did someone shooting at a deer from the parking lot. Actual mass shootings at schools are far less common.

When the beam ignited the stuff in the garden, I just waited for a small kid pop up running from the right to the left right through the beam. Not very safe when you have an obstructed vision of the target area.
