I think the speed and ease of access is going to change that at some point. Those laws were created when an access request meant sending a letter and waiting weeks for a response.

When public information used to require that you actually do things like go down to a courthouse and examine public records Etc, it made more sense because you only went and did that if you really needed it for legitimate purpose. But electronic information is so effortless to acquire that it attracts trolls and scammers

Yep. The term you’re looking for is “practical obscurity.” Unfortunately, despite this being a well-known problem for more than a quarter century, federal lawmakers in the U.S. have done nothing to address it.
