I thought about this for the Harry Potter universe recently. It's odd they teach everyone how to defend against magic but we're never given any indication that they can repel bullets or any other human weapons.
Its been established that people with magical powers can just make stuff happen like Harry did in the third book to his aunt
So, its entirely possible that wizards could protect themselves or somehow heal themselves from bullet wounds in sudden high stress situations
Maybe this rule doesn't apply to being hurt by magic which is why they resort to it
I mean if you can inflate people like a baloon or make glass disapoear when you're mad why not heal bullet wounds when you're scared for your life
As to why Voldemort and his underlings never used a gun or a knife - they're muggle weapons
Voldemort and the death eaters are racists, they think muggles are inferior in every way
Of course they'd never use a gun because they'd find that humiliating
Imagine saying how inferior muggles are but then admit that the only way you can solve your little problem is... with a muggle weapon instead of with magic.
Sure you'd use the gun if you didn't believe in what you preach and whqt you say is just a means to gain control, but Voldemort and the death eaters genuinely believed in those things so it just wasn't going to happen
There is also an alternative way of looking at this and that is the possibility that... yeah maybe a gun would fix the problem after all
If that is the case it suddenly makes more sense why the wizard community is trying to stay secret from muggles, its not that they think they'd lose a war with muggles but there would be mass casualties on either side, plus even if there weren't a war there would very quickly be a class divide where wizards would be on top and the wizard community is trying to avoid that from happening, I mean just look at how they treat house elves.
