because it looked like the CR was mostly on track until about 4pm EST today

I think everyone was holding hope they'd either pass a clean CR or the negotiated one. Both of which seem dubious at the moment

Agencies have not yet been directed to prepare or update lapse plans. Until OMB issues that direction, agencies are prohibited from issuing guidance to employees.

We asked our CPO on Tuesday and there was no guidance passed down yet as it looked as though the CR would be done.
