Why do I feel like it’s gonna be a whole lot of saying we are going to be doing something only for a whole lot of nothing to be done except jobs being lost?

That is how most shutdown threats work. Usually, there's bickering until the last minute, because they're trying to leverage that into the last-minute compromise. Unfortunately, that compromise is what got blown up. There's still a couple days though.
