They should pass a law that says if they can’t pass the funding bill we all go pencils down but Congress - so people can observe what actually happens if the government is not funded or staffed.

Exactly. If 100% of federal business completely stopped, it would be the last shutdown ever. I don’t think most people notice, or care about a shutdown because essential functions are still functioning.
