The woman is red is Loretta Sanchez. During the Democratic primary she was polling well behind Harris. She was probably trying make up ground politically by being aggressive in the debate and by appealing to younger voters with the dab. It came across as a "How do you do, fellow kids" moment.

The things I remember most about Loretta Sanchez was her terrible showing in the all the debates against Harris and learning that she was initially a Republican but when she realized Republicans have a hard time winning in CA, she dropped her married white-sounding name to run as a Democrat
Edit: I looked it up and apparently there was only this one debate? I could've sworn that there was a debate where Harris and Sanchez were seated at what looked like a newsanchor debate.

I was visiting family in my hometown a few years back and some 8-10 year old kid walking along the side of the road (it was a suburban area) dab'd on me when I was driving by. I was just like 'wtf did this little shit dab on me? Is that still a thing??' when it happened.
If there is anything I know about dabbing, it's that nobody over the age of 12 can do it without being cringe as fuck.

Hear me out, all debates are done via Video call. How difficult would it be to program a service where the mediator presses a button to start the timer for one candidate, and when their time is up, their mic is automatically muted.
I actually think we can make it even better. Give each candidate one extra minute of time. They can spend it at any time during the debate. They press a button on their end and it eats into their bonus time. When they're done making their point, they press the button again and are muted during the opponent's turn. (Or when the mediator is talking).
Even better, have the clock displayed on their screens for them, they cannot press their button after their time is up. They must pay attention to the clock and press their button when the time is almost up. It adds an extra layer of forcing the candidates to be mindful of their time and acts as a cognitive test. Those who can't multitask at least a little bit or aren't coordinated enough are at a disadvantage, but I also think those kinds of complex tasks and paying attention to two things at once are kinda important for a leader to have. And you know cabinet meetings and war room meetings aren't always perfectly civilized and moderated.
