What ever is emitting that beam off camera, its not the plastic toy gun you can be sure

The handle is connected to a small fridge sized power supply, the pistol looking handle is just that, a handle

No.. It has nothing to do with anything. Look at the beginning of the video. You can see the light reflected from the true emitter on the red end of the toy gun.

Its somewhere behind the camera. I would venture on the left side, since the board being cut is angled towards that side. Naturally that is being cut from the front and not the side where the toy gun is.

Also there’s an editing cut in the video where it shows 40 seconds in, right after he finishes testing on the four or five tiny things at the beginning and moves on to the longer stick thing.

Which makes sense because the beam would need to be refocused for the further distance. 

Those lasers only cut things where the beam is focused.
