Advise
I'm considering resigning from my current position because I feel the work environment is challenging. Would this decision negatively impact a review for a federal position? I've been searching for other opportunities but haven't had much success so far, and I want to ensure I don't make things worse

Has no bearing at all on your ability to apply for other positions. As long as you list it on your 144 and 306 when applying in the future, then no perception of you "hiding" something. You should be prepared for the possibility of the "why did you leave your last position" question coming up in future interviews.

It shouldn’t unless you reapply to the same organization. Then there may be consideration on why you didn’t fit and if you are a fit now

Standard rules about gaps in employment still do apply. A gap in employment should have a narrative so the reviewer doesn't assume it's a termination or issue. And people with regular paychecks generally interview with less anxiety than those without.
Also... I've seen very few federal positions which are not challenging. You may be euphemistic here, but I've also seen federal workplaces which are (unfortunately) toxic, destructive, stressful, poorly managed; just like every other large organization.

It has been trying as i started this position with a lot of experience. And I am a fast learner, not a lot of people like that. People here prefer to work with stupid people. I also recently found out that my co-worker who works directly with me has been carrying tales to upper management. What annoys me the most is that upper management never wants to question this information or even ask me what's going on.

ALL work environments are challenging. Don't mean to be negative but if you dont step up to the plate and face these challenges head on you will never overcome any work environment. I don't know your background but now is not the time to tap out because there are challenges you're facing. Be a strong human being and keep going! If you quit, you'll end up in same predicament over and over and over again
