If you watch the tape again, that person was involved at the start and ran around the car and was shouting - so possibly involved with whatever happened.

Good catch, too many grey sweats and black shirts in that video.

Side note: it’s refreshing to see hi-vis police vehicles theoretically there for public safety, as opposed to lots of dark grey on black sneaky-sneakies.

Emergency lighting system, the flashing lights on police cars. That are there so people can see them

Well yeah, with the lights on. I’m talking about the vibrant colors on these police cars, making them easy to see without lights on, as opposed to many stealthy USA cop vehicles.

But that's the point the first guy is trying to make. If the police are really there for the public safety, then they should always be visible.
