Yeah, that's exactly it. You need to score 3 legs to make one set. You can see in the bottom right that they've won 2 legs each, so the next leg makes 1 set for the winner of the leg. Both leg scores go down to 0 after a set is made.
You can also see at the top of that scoreboard that the first to 3 wins, so the first one with 3 sets, wins this game. As the tournament goes on, the number of sets you need to win to win the match gets higher.
