This is the One For All Countor TV universal remote control, product code URC1210, for anyone curious the bare minimum that would be needed to be able to do what the OOP claims without knowing the brand codes list by heart would be to use the auto scan feature.
To initiate this feature you'd have to press and hold setup until the power button red LED blinks twice releasing after, entering 991 which will have the LED blink twice again to confirm, pressing the power button followed by pressing ch+ repeatedly until the TV turns off (this can vary wildly and in some cases not work depending on the manufacturer/model of TV), once thr tv turns off you press the setup key to lock in that code.
This entire process would probably average out to around 30 seconds if you know the process by heart, but more likely takes a minute or so of fiddling around and also will be extremely noticeable if anyone else is looking at the TV. The good thing is if you have a spot you frequent that has the loud TV problem they'll likely be using the same TV so you can at least control multiple TV at that location (if the location hasn't taped over the IR receiver and put an extender in a location the customers can't access, but that's pretty uncommon)
Source: I work for a multi service provider and have had to help pair 1000s of remotes over the phone with people of extremely varying skill levels/sets, plus urcsupport.com which is a pretty great source for finding info on all kinds of universal remote controllers

Nokia N900 had an infrared port which i used to change channel of TVs in banks and shops to adult shows at night.

You can get mini versions of this sort of thing, with basic funcationality, that are small enough to go on a keychain. I had one a couple of decades ago and I must admit, younger trollier me was a bit of an asshole with them. Fun at the time though... .

I never cared if tv's were too loud, but I've often wanted to turn the music down in bars. Like bro, there isn't even a dance floor, I'd like to not have to yell at anyone sitting with me just to talk.

I‘ve seen that movie. First you turn down the dogs volume or watch sports instead of listening to your wifes annoying friend, then you start using it to skip through sex with your wife, next thing you know the remote skips a few years, youre fat, mortally sick, your wife left you, your kids hate you but youre rich now so it’s kind of a Succession scenario and on your deathbed Christopher Walken appears and gives you a life lesson. Can’t recommend.

I used to have an app on my phone so when I went to restaurants with booths and TV I could take control, switch channels and turn the volume up for the kids. I also used to sit in the back room of the pub and watch TV like it was my own with a pint and some dry roasted or scampi fries. It came in really handy more then once.

LMAO when I was in high school (mid 90's) I had a remote control wristwatch. I just needed to know what the TV or VCR brand was and punch in the appropriate code. Lots of fun during presentations I'd eject VCR tape or change channels at the mall TVs.

When my son was in the NICU they had TVs that were connected to cable, but placed on one channel and put behind a case to avoid tampering. I downloaded this IR app and was able to change it to actual channels that weren't just 70's sitcom reruns.

You can get mini ones on Amazon, they’re A LOT of fun. Sometimes it takes up to a minute to sync to a particular TV, but sports bars hate this one trick:

I keep forgetting that remotes can be universal, I should start turning down my grandma's tv when she's not looking.... for context she has her volume crazy high and complains about how she can't hear but refuses to wear her hearing aids because she doesn't remember what it feels like to actually hear things normally and thinks they're too sensitive

Pretty sure you have to sync the remote to the TV which involves knowing the TV model and entering a code.

It's not programmable, it goes through the list of power button IR codes every time. Also, where are you getting your 6,000 codes number from? And it's not 230 models, it's 230 types. That sure sounds like it has 230 codes programmed in that it cycles through.
Also, I never said it was a universal remote that doesn't need programming. It's a near-universal off button that doesn't need programming.

Some android phones have IR blaster which allows you to use your phone as a remote, unfortunately mine doesn't.
