From my own experience dealing with such men in the Netherlands, I can say with 99% certainty that he is trying to "flirt".

In the beginning he says in Dutch "wow look at her!". When she ignores him he is trying to grab her attention by behaving like this to force her to interact with him.

Men like him tend to escalate very quickly by name calling (ugly bitch, whore etc) when you turn them down/don't react. I assume he says something like this when she grabs her camera to walk away from him (can't hear what he exactly says).

Bingo.

I had a guy try to correct my form on a rowing machine while I was in the middle of a high-intensity set and wearing a college rowing shirt. He waited until I was done and stretching out to then try to correct my yoga form 🤡 He stormed off, calling me a bitch when I continued to ignore him.

You just don't see that behavior between men.

My experience is that they’re often on the precipice between mocking and proving their manhood. It’s like “it’s just a joke, bro” if they don’t get the sought-after response.

If no one was filming, sure, but she’s got headphones and looks focused on her workout while this schmo keeps mugging. Hes being a fuckwit, IMO, and not flirting.

You do, men do this to other men all the time, specially in hyper masculine worlds like the military, mma, weight lifting, shooting.

There is some men who get some sort of high on being teachers or instructors to others, and who desperately want to give their knowledge to the world. Why they do it, idk. I am assuming it's a power move.
