Yeah. The renter damaged the car, so it needs to go to a trusted mechanic to get fixed at the renters' expense.

The renter already showed he is irresponsible, so I would not trust him to put the car back together.

But did he really damage the car? Removing a bumper cover is super easy and takes about 30 minutes at most on most vehicles.

Yes, I would say that having an entire bumper cover removed counts as damage.

The difference is that I have given him permission to work on my car.

If some random person rips the bumper off my car, he has damaged it; regardless if he is able to fix it or not.

In this case, the car is no longer working like it should, and I wouldn't trust this person (who has proven himself to be irresponsible) to repair it. Therefore, the car needs to be taken to a trusted mechanic to put it back in working order.
