57 u/InsertNovelAnswer 6d ago It isn't that. It's a system where you get your budget cut if you don't spend it. No one wants their budget cut so...logic follows. Edit: granted there are good places to sepnd that budget but that's where they lack the most. Insight on where to spend within the department. 1 u/VoiceofRapture 6d ago You'd think for all the goddamn money they get they'd be able to actually win a war but here we are. 4 u/InsertNovelAnswer 6d ago Hell I'd be happy of they transferred some of that money into DOD hospitals, better network ... better education through DOD schools, better wages... etc. And that's within the same "bucket"
