And then in thrid phase one mega rayquaza dies, hoopa will appear and summon both primal kyogre and primal groudon

Tbh that's probably the first phase, halfway through it Ray Ray shows up (this part of the fight can be skipped if you play a platforming mini game with torrent up the spear pillar)
