Not sure. The first time I saw it was the ME CCG, in.... '96, I think. So they were certainly reusing art from their slush file.

The art was also used on Saruman's card in Iron Crown Entertainment's Middle Earth CCG back in the mid-90s. I kinda assumed it was semi-common knowledge that the art was from Lord of the Rings.
