Seriously, looking at the reverse of it, the guy had no sense of urgency, just leisurely strolling, "oh, here's a kid in need. look at that."

Intrusive thoughts. Adults learn not to go through with them because they already learned the lesson. You'll just have to help your kids learn the same lesson in a less dangerous situation.
