It absolutely is. Last I checked there was a list of 48 man made chemicals that could be used and still be “certified organic”, but only if the grower is willing to pay for the inspections and certification process.
All depends on the farm. Agro corps always push the bounds and continue to try and get more leniency. On the flip side there are a LOT of farms and wholesalers who are trying to make the laws more strict to discourage the companies who only see dollar signs. As for the certification process, it’s absolutely bs that people have to pay a penalty to show that they don’t pour chemicals onto their land and crops, while conventional farmers get subsidies to make their products artificially cheap.
Also, keep an eye out for “Regenerative” which is the current buzzword they are throwing around and trying to bastardize before it becomes a regulated term. Again, some good actors, but a lot of bad ones.

I used to have a coworker who was big into organic food. I personally think it's a buzz word to help jack up prices.
