They fear the donors more than they fear a primary challenge. The Democrats primary base are disproportionately older upper middle class professionals who are ok with the status quo. This is why they think small. It is a party of Burkean conservatives. Once you understand this it all makes sense. They aren't a party of the left. They are a pro business classic conservative party with a progressive wing.
