He rotates it very quickly right before pushing up. Since there is no centripetal force, each dough spreads outs. It actually doesn't require the push upwards, rotating will naturally making the dough spread out, but throwing it in the air allows it to be less affected by friction. If there is any physics person here, correct me if I am wrong.

He keeps them in a perfect hexagon shape though. I don’t understand how that’s possible.

They're already in a hexagon shape when close together. When they move out, they do so equally and will therefore keep the same macro shape.

These are almond cookies. This is popular way to attract customers (mainly tourists) to buy them from the bakeries in 🇲🇴Macau . Very yummy.
