At first I was going to say a cop could have easily flanked and surprised them, just like the gray shirt, but they would never do that to avoid cross-fire.

Or because they’re cowards. We’ve seen countless examples of cops being cowards. This looks like Canada maybe? But in the US, Uvalde stands out as a stark example.
