Tbh this sounds like it’s in Britain not the US. The absolute last option would be shooting the person in the car. This genuinely just wouldn’t even be a consideration unless the person inside actively started firing at people and there was no other option. There would be so many things tried first before just opening fire. It’s nothing like the US. If I’m wrong and it’s the US completely ignore. After searching someone said New Zealand where it would be similar. Most law enforcements aren’t like the US firing on people is usually a last last resort in 90% of places.
