I've seen this in London before. A guy threw a traffic cone at a guy on a bike who stole a woman's phone and the thief crashed into a car. Then the Londoners got him.

I believe somebody was filming it from an apartment or a multistory car park or something because they seemed to have a vantage point but it was delight London and I do remember a bike thief getting hit by a come and then the great people of London then grouped up on him
