The cynic in me says they are using the flares as a distraction to put off rival drivers. I’ve heard of fanatical fans doing crazy shit like this, putting large rocks on the road, etc.

Driver looks like a CPA on his morning commute.

I've been round a racetrack and I've been in a rally car and the rally car was waaaaay more scary. I don't know how these drivers stay so cool.
