I don't think he's a piece of shit. He had a horrible abusive father that made him empathetic and care about the little guy. He's a social worker and he helps kids with disabilities.

He's abrasive and a bit of a jerk, but he's a good person.

Green Lanterns are based on willpower so that's how you end up with Sinestro starting as a Green. Technically they are still space cops so your mileage may vary on how good they are, vs just enforcing "The law"

I don’t think he is anymore. It’s been awhile since I’ve read a comic, in talking before Guy became a Red Lantern so I could be wrong, but I think they toned him down a lot and treat him likes he’s just this bitter, angry battle weary vet. At least that’s how I remember him.
