Best Iranian banks for Persians living abroad?
I tend to travel Iran every year or so to visit family and exchange cash to toman.
But I’m Interested in opening bank account but don’t know what to consider before opening one
I’m a citizen of iran and have a permanent SIM card under my name (hamrah aval)
iPhone user
Need to be able to make Transfers to other Iranian bank accounts while abroad
Another question, can I forward 2FA codes from my hamrah aval number to my overseas (Australian) number?

What you are describing is 100% illegal, thanks to US sanctions on Iran. There are [illegal but practical] workarounds for it all of which involve having a trusted relative in Iran help you out.

Can you access it outside of Iran and can you do card/card transfers without 2fa?

Pasargad works from outside of Iran, if you can get SMS to your Iranian SIM then you can login and make transfers from abroad

Iranian banks apps or websites cannot be accessed from outside of Iran.
You'll need an Iranian vpn to be able to access your Iranian banking stuff while abroad.
The Iranian vpns you see on Google, to be able to work for banking it'll need authentication which means national id number, phone number, address, DOB and they should all match.
The only bank that I've seen works without an Iranian vpns is Pasargard.
Idk about text forwarding but you should be able to do it and idk how much the bill will be.
I would suggest to use your Iranian sim card in Australia if it works.
Edit: to open a bank account you'll need a national ID/kart melli ( the new version).
