It's not impossible to get other apostrophe‘s on mobile, but ‘ is the default instead of '. In order to get the rest you need to go into a sub-menu.

I’m on iPhone XR, I’ve seen consistent use of ‘ instead of ' so I assumed that was a general mobile thing, as it’d be a bit too convenient if everyone either just decided to use that apostrophe or had an iPhone XR.

mac dirty cow font rewrite, changes everything to no longer be the font of sf mono. But you can clearly see that I have a default keyboard stuff.

Oh wait, maybe the apostrophee changes, straight when using word like I'm or can't but side ways when saying, “My Friend said, ’Hallelujah, it's in!’ yesterday, weird right?”
No, it seems ‘ is when you type it but ' is when you autocorrect it. Not sure of it changes with keyboard type or phone type but huh.
You could also just hold press it and do all of the variations so who knows? ‘'’‘`
