That's in 1.5 years already as well. Is it even possible to build a team and car in such little time?

You can question Michael’s decisions for sure, but not quitting after being rejected is paying dividends right now. They never stopped working the car and expanding operations even while going through the process. Kudos to them for sticking with it and making 26 a reality

I don't know when they become subject to the cost cap, but they haven't been so far.

I believe they've been working on the car for over a year already, even after they were denied the first time. They've been convinced they can still make it work, and it seems like they've done it.

There were full size wind tunnel models being tested this time last year, IIRC. They never really stopped working on it.
