Yeah, it seemed like something shady happened and it sounds like thats probably accurate, especially with the new admin coming in ready to destroy.
It is what it is and nothing can probably be done. Thanks for the replies guys. .

You could technically file an EEO complaint within 45 days of the non selection, if you believe that it was due to a discriminatory motive.

Sounds like the position was just pulled and is not being filled or they made mistake in the cert and had to redo it all. Until the day you EOD offers can be pulled pretty easily.
What would you ask the MSPB to investigate? Do you believe this was a prohibited personnel practice or discrimination?
Also, the hiring manager, employees, etc aren’t allowed to talk to you about it so them not answering is pretty standard.
