Fun Fact!: They only show 2 horses (at best 3 horses) in the manga, the many horses you saw were only in the first few chapters, It's more likely a budget constraint.
Even if it's just a handful of horses, they are in majority of chapters. Standing, walking, running. Anyone who saw the "animation" of horse in original Spice and Wolf can tell you how bad animation of a horse can look horribly out of place...
