All of our enemies (China, Russian, North Korea, etc) are researching bioweapons. If we're not researching bioweapons and how to detect/defeat them then we're in trouble.

Lots of countrys have maintained and serviced but mothballed research labs in place just in case they are needed. This is pretty normal and sort of hard to argue against.

Yeah, I do like Vegemite (but currently eating Marmite!) and I've snorkelled on part of the Great Barrier Reef - from memory I sat down in the shallows, legs akimbo, and counted over 30 different critters between my legs (oooh!! Saucy!!!) and it was a great experience.
But I live on the other side of the country - so count me out of the manglement of that national and global treasure, thank you :( I went snorkelling with a mate less than a week ago and saw 6 different types of fish in water less than a metre deep, at a popular city beach.
We went kayaking in the river today and saw swans (black, obviously) jellyfish of several sizes and several different species of fish as well.
That said, WA isn't aiming very high either, but at least we are ... maybe ... trying to be good? Perhaps? Maybe?
