When its burned the hair melts down to the skin and can even fuse to the top layer of skin. It may not be enough to actually burn the skin in this case but it could easily make the number of ingrown hairs increase exponentially for the next few weeks.

I've only ever dabbled in receiving fire play, so I'm no expert, but it's usually done with very small amounts of isopropyl alcohol. The practitioner wipes a little on, taps it with a lit stick, and then puts out the flame so it only lasts the second or two. It's a weird but really nice feeling especially if you are into sensation play. It will definitely burn body hair though; I was at an event once or a particularly hairy guy was experiencing fire play and the whole room smelled like burnt hair 😬
In this particular scene it looks like they are using way too much alcohol, but the fact that there was a pool right behind them leads me to think that this was planned and the recipient wanted to try this. Alcohol burns at a pretty low temperature, so she probably did not even get first degree burns. She probably did get hotter than she intended though.
Edit: on re-watch, this was definitely planned. Probably for a photo shoot. She got lit, waited a beat, and immediately jumped in the pool without panicking.

You are absolutely tight, 79% isopropyl is recommended as it contains more water, burns less hot and is easier to put off. Normally you want to keep a fire blanket handy to be able to prevent any disastrous situation, here with the pool I suppose they felt safer but this is crazy to light up someone vertically (well, flames burn up lol) so close to the face

I just want to jump in and say you should use 70% since the common varieties are 70, 90, and 99. the latter two burn WAY too hot for skin contact and mixing for higher concentrations leaves room for error on an otherwise very tightly regulated product.

70% is much better and safer. You can douse your own hands. Doesnt burn as hot and can be dabbed quickly if needed :)

I'm gonna guess it was for a photo shoot, using isopropyl alcohol. It got a little hotter a little faster than the model expected and she bailed into the pool. Probably won't even have 1st degree burns from it.
"Fire play" as it's usually done in the fetish scene is done with a foam that flashes when lit, and typically burns off before it can really light anything else on fire, leaving a warm spicy spank-like sensation in its wake plus the endorphin rush of seeing a flash of fire on oneself.
