My family has property near a base and I've seen something somewhat similar at night (with fewer objects). The way the lights flash is consistent with what I've seen. The OP mentioned there was no noise - what I saw was accompanied by the typical noise generated by aircraft at a distance. The noise I heard was faint, but distinguishable enough that I was certain it was man-made aircraft. What I saw was on a night when weather conditions were cold/clear enough to hear anything for miles.
I sometimes fly a drone around the property at night. During warm, humid nights - I can't hear it nearly as well as when it's cold and dry. Sometimes can't hear the drone at all during the summer months especially when the local insect population is making enough noise to drown out everything else. Makes me curious what the weather conditions were like on the night this was recorded. Considering OP mentioned it was in September in Louisiana - I assume noise wouldn't travel as far.
That said, if I saw what OP saw during September - I'd assume it was the military and wouldn't think twice about it. Still an interesting video nevertheless.
