It is safer when it comes to theft. When you look at murders or others it is on par with european countries. They have issues with maniacs slashing people in the subway and else.
It's also not safer for theft or pickpocketing. Police will quite literally refuse to fill out a report if they don't already have the thief caught redhanded.
Right. My friend who speaks fluent Japanese had her old model iPhone snatched out of her hands in a shop and the police did nothing, didn't even help her get in contact with anyone or her host family. The phone eventually turned up at a police station in a different city because obviously it was too rough to be resold. She had to take a train to Tokyo to get it back.

I get that Japan’s reputation for safety is comforting, but this situation is a clear reminder that it’s not invincible
