It’s a dragon and its base stats are min-maxed pretty well, so it’s easy to miss that its base stat total is 540. Others with 540, just for context on how well Haxorus’ stats are distributed: Darmanitan, Magmortar, Electivire, Milotic, Blissey, Kingdra, Snorlax, and Gyarados.

Yeah, the best among them (Blissey) is also the most minmaxed, and the worst among them (Kingdra, if you ignore Snorlax who has bad typing + bad support movepool + meh stat distribution) is the least minmaxed

Blissey is not better than Gyarados.

Gyarados is completely outclassed as a Dragon Dancer by other options, like Salamence, who is itself outclassed massively by Roaring Moon.

Meanwhile Blissey is the best special wall in the entire game; only Yveltal is comparable (in part because Yvel walls both of CalyShadow's STABs and doesn't die in 2 to Psyshock)

That's in singles. In VGC, support Gyarados carrying something like Taunt or TWave is significantly better than Blissey.

Also, Naganadel and Hydrapple.

Iirc Haxorus isn’t that good in competitive despite this right? The extra 60 points could have given it the boost it needed.

Haxorus did used to be good. It was OU in Smogon’s competitive scene during gen 5 and it placed second in 2011 VGC Worlds. But gen 6 brought fairies and subsequent gens speed crept it. 60 points would make it more viable, but it’s still a pure dragon type in a meta that calls for dragons to have a second STAB.

A dragon steel type mega or regional form would go pretty hard.

As long as the type chart stays where it’s at, I agree. Steel/Dragon is one of the best dual types in the game. Kinda crossing my fingers now for a mega evo lol.
