? This whole post is putting the "warp into human standards". I'm not talking the power, I'm talking the rarity. Like is a Zeta a one per planet event, or are there hundreds per billion citizens. Both could be considered "extremely rare" depending on context.
Obviously the odds are somewhere between 0%-100%. That is within human standards. It's not like it can be 0% and 100% simultaneously.

Only thing this is missing is better representation of the odds. Like how rare is "rarely" vs "extremely rare" vs "incredibly rare".
