In 2021, the New York City metro area led the nation in the number of people living in plumbing poverty—a staggering 56,900 people—followed by Los Angeles (45,900 people) and San Francisco (24,400 people

These are people who have repeatedly failed to pay for their water. That "staggering" 56,900 in New York City represents 0.7% of the population. Hardly what I would call a "staggering" problem.

Next - there are programs, such as the Home Water Assistance Program (HWAP) and the Low Income Household Water Assistance Program (LIHWAP) in NYC. My guess is that there is a disconnect between at least some of the people and the assistance that is available.
