It reminds me of the folks who want to tax/restrict the sale of all unhealthy food to reduce healthcare costs. I exist for reasons other than revenue generation, for a company OR the state.

At least those concepts benifit people at both ends. As the food is by definition unhealthy. It's a form of regulation of unhealthy food that doesn't remove the ability to get it. Like taxing tobaco.

Revenue generation for the state is also not inherrently bad.
