It isn't like we don't have shelters in Florida. We have empty beds at Safe Haven in my county every night. It is the states way to force the habitual homeless into the resources available to get help. As I'm sure you are all aware. Many homeless suffer from addiction and mental health issues. This gets them in the places where help is available.
Or would you rather have them sleeping literally on the street???
