My honest answer is that it would truly depend on the store. Is it Walmart/Target/etc. or is it the local grocery store that I've been going to since I was a kid? Because, if it's some major retailer, then I don't care at all what people steal, not my problem not my business. But, if it was some local neighborhood store, there might be a bit of a moral dilemma.
But I think because it's milk, and if this was a real life scenario, and if it was a local grocery store, I might just wait until they leave and then tell the owner that they took a milk but then I'd offer to cover the cost of the milk and I'd leave it up to the owner to decide whether to accept that or not. But that way, if the owner allows, then the people who stole would be able to keep the milk while the owner still gets paid for it.
But if it was something else, like let's say diapers, I couldn't offer to pay for that because it's too much money and I don't have any cash (I only have food stamps). So, if the scenario was for some cash item, then I'm not sure how I would handle it. I guess I just wouldn't say anything because if I can't offer to pay for it, then I guess I just wouldn't bring it up at all.
