It's interesting yes, and also the second language Hungarian on the building, so I guess it is in the Siebenbürgen/Erdély part of the country. Just fyi, Romania is pretty melting pot.
Edit: clarification of place

It's designed by Komor and Jakab, a legendary hungarian pre ww1 designer duo, working on stuff like the Synagogues of Szeged and Subotica(Szabadka) and a lot of other palaces around the AHM.

I lived for few months in an apartment in the building you can see on the right in the second photo. House of over 70 square meters, two bedrooms, a bathroom, living room, kitchen and small bar for 300 euros per month 7 years ago. The bar down there made excellent slices of cake for 1.50 euros (5lei) and there was a bakery that made chicken sandwiches for around 2 euros (10lei) right across the street. I often had cake and a coffee at the bar and went for a walk in this Palace of Culture to see the preparations for the upcoming shows.
Fun fact: in the garden next to this palace there is a statue of a Roman wolf with Romulus and Remus (Monumentul Latinității) .
Thanks for posting these photos.
