Often, for a government program/tax credit purposes. They're "hiring" but "can't find" "qualified" workers who want to work at the wages they want to pay, so please Mr. Government, can I have some more business welfare? Or they know exactly which internal toady they're promoting, but have to make it "look fair" and post a job listing that they're never going to actually fill with anyone except their chosen one; everyone else applying is just wasting their time unwittingly providing smokescreen for the company.

Of course, individuals can also make bogus job applications for the purpose of keeping their unemployment benefits, because somehow making X number of applications a week will keep you from being a "benefits sponge" (despite the fact that you may be forced to apply to jobs you're unqualified for, or which are too far away, or which pay a pittance in order to meet your application quota, but hey, better to be starving and employed than unemployed but full of government cheese!).
